Well, themes.org has lay fallow for ages now. Sites like kde-look and sunshineinabag have moved in and attempted to take up the slack. However, browsing to freshmeat I saw a note saying that the old themes.org themes had been rolled into themes.freshmeat.net. I don't know how well things will work, but I wish them all the best!
